Act 48 of 1999 requires all Pennsylvania educators holding Pennsylvania public school certification including Instructional I and II, Educational Specialist I and II, Administrative, Supervisory, Letters of Eligibility and all vocational certificates to participate in ongoing professional education.

The legislation requires that all certified educators complete six college credits, six credits of continuing professional education courses, 180 clock hours of continuing professional education, or any combination of collegiate studies, continuing professional education courses or learning experiences equivalent to 180 hours every five years. For the purposes of calculating hours and credits, one credit of collegiate studies or continuing professional education courses is equivalent to 30 hours of continuing professional education.

As a higher education institution in Pennsylvania, any and all of the undergraduate and graduate credit courses offered by Mount Aloysius College count toward Act 48 credits.  In addition, the College created the Act 48 Advancement of Teaching Program, through which one-week, three-credit (undergraduate) seminars are offered during the summer on campus in Cresson.

The summer "T.R.A.I.L." seminars are designed to provide practical ideas for educators to take with them into the classroom.  T.R.A.I.L. stands for Teacher Renewal And Interdisciplinary Learning. It also describes the key components of each of the seminars: Technology, Renewal, Artistic expression, Investigation, and Learning.
