The NTAI is a research grant funded by the Office of Naval Research (ONR) and sponsored by the Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF). Congressional funding was supported by U. S Representative John P. Murtha and awarded for the NTAI. The project officially began in February 2003.
